Design is probably the hardest aspect of building a webpage because code is standard and once you know it you know it. Design on the other hand is all subjective and depends on who is viewing the page, so it takes time to perfect a site design do not give up.
- Learn from example - The best way to learn good site design is by others examples. I am not telling you to go copy a whole page and call it your own this is copyright infringement. If you like the way something works or how the colors go together imitate it on your own site by viewing the souces code of the page and copying to your own.
- Dreamink's not so design basics - This is a pretty decent tutorial on site design, it can help you to learn how you should structure you site.
- Webmonkey's Design Basics - If you talking web anything a link to a webmonkey tutorial is a must. Webmonkey definitely is the best site to learn how to do something on the your webpage. This is a very good design tutorial.
